This is a workshop-oriented course in social science research, with particular emphasis in public administration. This course introduces basic skills in conceptualizing research problems, constructing hypotheses, and developing appropriate methods of data collections both in quantitative and qualitative designs.

FC241 GMGM5063 KUMP A LEADERSHIP AND MANAGEMENT
Leadership is a special function in the organization which provides direction, stimulations and coordination to organizational activities. Good leadership provides motivation for group members to do what is necessary to achieve organizational goals. To ensure that students understand the dual role of being both a leader and manager, the purpose of this course is to expound the basic concepts of leadership and the essentials skills required to become an effective leader or manager in a variety of settings. Other major topics include leadership, environment and organization, leadership and their immediate groups, leadership, task and technology, stress and leadership, leadership in different cultures, assessment and forecasting of leaders' and managers' performance and leadership issues for the twenty-first century. Ultimately students will gain the applied aspects of leadership and how all this applies to real-world situations and synthesize their learning into a coherent philosophy of leadership to serve as a foundation upon which they can build and improve their personal leadership style.

FC241 GMGM5043 KUMP A HUMAN RESOURCE MANAGEMENT IN PUBLIC SECTOR
Human resource (HR) management can be defined as the effective use of human resources in an organization through the management of people-related activities. It is a central and strategic organizational activity of increasing complexity and importance. Thus, Human Resource Management in Public Sector course focuses on skills and knowledge to manage people within an organization to be efficient and effective in their approach to work, which is fundamental to all workplace activity. In particular, this course covers the range of HR activities all managers need to understand: strategic HR, legal issues, staffing, recruitment and selection, performance management, training and development, compensation, labor relations, and contemporary issues related to human resource management in the public sector. The course takes a practical view that integrates the contributions of the behavioral sciences with the technical aspects of implementing the HR function in the real world.

FC241 GMGM5013 KUMP A PUBLIC MANAGEMENT
The course is aimed at introducing students to the concept of public organization and management. Throughout the course, students will explore some underlying theories related to the application of public management practices which will guide students to better understand and conceptualize the intellectual framework of how, when, and why public organizations are designed, what are their functions, and who will evaluate, check and balance the power of public organizations. Students will also be exposed to some knowledge on concepts and principles of organizational management that support the discussions on public organizations. Involvement by students in the form of open discussions, critical and analytical views is highly encouraged and seminar presentation will be part of the conduct of the class.
FC241 GMGF5043 KUMP A ECONOMICS ANALYSIS FOR POLICY DECISIONS
This course aims to equip managers with an understanding of macroeconomic concepts and their relevance in both private and public contexts. It begins by introducing fundamental economic principles and examining the mechanics of the market system, including various market structures and their organizational impacts. The course then delves into key macroeconomic indicators such as GDP, unemployment, and inflation, emphasizing their significance and implications for public and private sector decision-making. Specific macroeconomic challenges, including inflation, economic growth, and the control of business cycles, will be explored to understand their effects and potential solutions. International economic issues are also covered, providing a comprehensive view of global trade and capital flows, and their influence on domestic economies. Throughout the course, various macroeconomic tools will be utilized to analyze and evaluate government policy measures aimed at regulating and addressing economic imbalances. By the end of the course, students will be able to critically evaluate macroeconomic arguments, understand economic policy issues at a conceptual level, and apply economic strategies to mitigate economic problems effectively.

FC241 GMGF5014 KUMP A PUBLIC FINANCIAL MANAGEMENT
Critical financial resources have become an issue for many countries since the expansion of the federal governments expenditure. This course equips students with an understanding of the governments role in achieving public finance objectives and what justifies governments intervention in the market system. This course addresses the financial sustainability of a state by complementing the western worldview with the Islamic perspective with the hope to find consolation of what and how government should move forward. The first part of the course looks at related philosophy, theory, concept and nomenclature in economics, public finance and other related fields that is important to study the role of government in public financial management today. The second part deals with fiscal instruments such as annual budget and system, taxation system and debt, above and all had increased governments reliance on deficit finance. The third part covers topic of financial management and governance of the public sectors practices and performance with reference to the global comparison.

FC241 GMGA5033 KUMP A LOCAL GOVERNMENT MANAGEMENT
The purpose of this course is to acquaint students with the practice of local government management. This course is designed to provide in-depth knowledge about local government system and management from selected countries. In short, this course is country-oriented involving the UK, USA, European countries and Asia. The course will explore the general purposes of local government units involving cities, municipalities, counties, and township. Key issues in several functional areas of local government service will be highlighted either now or recently involve the roles of local government to serves the local citizens. Upon completion of this course, students will able to obtain new knowledge through various perspectives, for example, analysing legislation of different countries in the sphere of local governance, and the practice of delivering good services in local councils.
