FE242 GMGM5093 KUMP A HUMAN CAPITAL MANAGEMENT IN PUBLIC SECTOR
Human Capital Management (HCM) is an integrated effort to manage and develop human capabilities to achieve a significantly higher level of performance. It is a central and strategic organizational activity of increasing complexity and importance. Thus, Human Capital Management in Public Sector course focuses on skills and knowledge to manage people within an organization to be efficient and effective in their work. In particular, this course covers the range of HCM activities all managers need to understand: strategic and legal issues, staffing, recruitment and selection, performance management, training and development, compensation, labor relations, and contemporary issues related to Human Capital Management in the public sector. The course takes a practical view that integrates the contributions of the behavioral sciences with the technical aspects of implementing the HCM function in the real world.

FE242 GMGM5014 KUMP A PUBLIC MANAGEMENT
The course is aimed at introducing students to the concept of public organization and management. Throughout the course, students will explore some underlying theories related to the application of public management practices which will guide students to better understand and conceptualize the intellectual framework of how, when, and why public organizations are designed, what are their functions, and who will evaluate, check and balance the power of public organizations. Students will also be exposed to some knowledge on concepts and principles of organizational management that support the discussions on public organizations. Involvement by students in the form of open discussions, critical and analytical views is highly encouraged and seminar presentation will be part of the conduct of the class.
FE242 GMGF5043 KUMP A ECONOMICS ANALYSIS FOR POLICY DECISIONS
This course aims to equip managers with an understanding of macroeconomic concepts and their relevance in both private and public contexts. It begins by introducing fundamental economic principles and examining the mechanics of the market system, including various market structures and their organizational impacts. The course then delves into key macroeconomic indicators such as GDP, unemployment, and inflation, emphasizing their significance and implications for public and private sector decision-making. Specific macroeconomic challenges, including inflation, economic growth, and the control of business cycles, will be explored to understand their effects and potential solutions. International economic issues are also covered, providing a comprehensive view of global trade and capital flows, and their influence on domestic economies. Throughout the course, various macroeconomic tools will be utilized to analyze and evaluate government policy measures aimed at regulating and addressing economic imbalances. By the end of the course, students will be able to critically evaluate macroeconomic arguments, understand economic policy issues at a conceptual level, and apply economic strategies to mitigate economic problems effectively.

FE242 GMGA5053 KUMP A POLITICS AND ADMINISTRATION
This course will provide students with foundational knowledge, tools, and best practices of thinking about both classical and emerging administrative and managerial problems. The main focus is on two perspectives, namely political process and administration of the state. Throughout the course, students will be exposed to topics such as introduction to politics and administration, theory of the public administration, civil service reform and responsibility and accountability. Finally student also will be exposed to contemporary issues on politics and administration in the government.
FE242 GMGA5014 KUMP A PUBLIC POLICY
This course focuses on the public policy process in Malaysia other countries, and concentrates on how potential ideas for governments' actions are translated from concepts into reality. This course will examine both the policy process at the federal (national) level and policymaking by state governments and its subsidiary units. Students are presumed to have some prior background in public policy, either through employment or prior study.
